The viral meme ‘I cow pa rain’ is inspired by the Filipino phrase ‘ikaw pa rin’ – which translates to “still you.” There is also a song of the same name, which can be found in videos from the trend.

Although it seems the term has been a part of TikTok videos for a while now, users have popularized it yet again by using matching emoticons – the letter ‘I’ followed by a cow emoji and a black cloud after the word pa.

For the unversed, users are adding Filipino phrases written with English letters in TikTok videos or including matching emoticons while taking part in the trend, which typically expresses their admiration or unwavering love for someone.

For instance, some users are sharing clips of their favorite artists with the meme in the caption to convey how big of a fan they are. Others have used the same to let their dear ones know it’s “still you”, as in the person they are still in love with.

As one X/Twitter user notes, the phrase ikaw pa rin is also treated as a phonetic puzzle, as it doesn’t make a coherent phrase when translated into English.

Although the emoticons of the cow and the rain are spelled out in English, one can understand their meaning if they are aware of the expression in a foreign language.
